Gouache paint. Once it dries, is it dry for good?

I mean, dry watercolor paint still dissolves in water after it dries. However, acrylic, once dry, no longer dissolves in water. What does gouache do?

    The same binding agent gum arabic as watercolor and remains soluble in water after drying just like watercolors.
